CL:AIRE Admin Fee for All Code Of Practice Applications

To support the development of the CL;AIRE Definition of Waste:

Development Industry Code Of Practice, all project declarations relating to > 5,00m3 of material incur a declaration fee of £10 per 1,00m3

From October 1st 2016, an administration fee of £40 per declaration is being applied to all projects, regardless of material volumes; full details can be found of the CL:AIRE website.

New EA Regulatory Position Statement on Invasive Plants

The Environment Agency published a new regulatory position statement (RPS) on ‘Treatment and disposal of non-invasive plants: RPS 178’, In November 2016. This allows the disposal of non native plant material without permit, provided the conditions of the RPS are complied with.

Key Requirements

  • A management plan setting out how the invasive plant is to be dealt with
  • Burial must only be on land of low habitat value and at least 7m from any adjacent site
  • No more than 1,000 tonnes of invasive plant material that isn’t Japanese knotweed can be buried
  • Japanese knotweed can only be buried on the site it came from, at a depth of at least 5m (2m if sealed with a geotextile membrane)
  • The Environmental Agency must be notified at least one week prior to the burial of an Japanese Knotweed

EU Construction & Demolition Waste Management Protocol Published

A new protocol has been published by the European Commission which is intended  to increase confidence in the construction and demolition (C&D) waste management process and also the trust in the Quality of C&D recycled materials: http://ec.europa.eu/growth/tools-databases/newsroom/cf/itemdetail.cfm?item_id=8983&lang=en

This protocol is intended for application across the european Union and it is to be targeted at clients, contractors, construction product manufacturers, waste treatment and recycling companies. There are five key components to this protocol as it aims o improve C&D waste management and recycling:

  • improved waste identification, source separation and collection
  • improved waste logistics
  • improved waste processing
  • Quality management - appropriate policy and framework conditions
